Tell Congress to Pass the Better CARE for Animals Act
Monkeys are shivering in cold, barren cages in roadside zoos. Desperately sick guinea pigs and hamsters are languishing in mills waiting to be shipped to stores like PetSmart and Petco.
A federal law called the Animal Welfare Act is supposed to prevent this kind of cruelty. It regulates the use of animals in zoos, breeding mills (like puppy mills and guinea pig mills), circuses, and research labs. But the US Department of Agriculture (USDA) has failed to enforce even the law’s most basic protections.
Animal abusers have had a free pass for decades.
The Better Collaboration, Accountability, and Regulatory Enforcement (CARE) for Animals Act (H.R. 5041/S. 2555) would allow the Department of Justice to step in and protect suffering animals.
The act would authorize the Department of Justice to:
- Revoke the licenses of the worst facilities
- Use forfeiture to seize and remove neglected and abused animals
- Seek civil penalties
The law would also require a Memorandum of Understanding between the Department of Justice and the USDA, so the Department of Justice has the knowledge and evidence it needs to take on cases.
People who violate animal protection laws should be held accountable.
